So being scouted basically means that you've been recommended to the art portal, and if your scout is approved, you're sent into the "approved artists" category. Before you were scouted, you were in the "undiscovered artists" category, like me and a buncha other people are before we're scouted. You can scout other people too, but be careful who you scout. If whoever you scout posts crappy art or has ties to bad things, your scouting privileges could be taken away.
